Salon/Barbershop: Whats smarter lowering chair rent and adding more workers or raising rent and?

keeping the same amount of workers? I'm asking this because I have a hard time getting my independent contractors to show up at respectable times, as well as they seem to cut slow...as the walk in customers pile up in the shop..? I have a lot of barbers that can't talk and cut at the same time,,,,meanwhile customers sit forever....as they yack....
