My apartment building intercom only works with a land line?

In a strange set-up, my apartment building intercom can only be set up with a land line telephone, and there is no intercom or buzzer in the apartment!... how this system works? do I need a number? or just a telephone set? or both? and can I use an internet phone (like Vonage)?
